Consultant – Accessibility Review
Job Description
The Lake Victoria Drowning Prevention Project (LVDPP), implemented by EMEDO and funded by the Royal National Lifeboat Institution (RNLI), is seeking a consultant to conduct an accessibility study. The study will focus on identifying ways to make the project more inclusive, particularly for people with disabilities (PWDs).
Background
LVDPP operates across seven fishing communities in Mara, Mwanza, and Kagera regions, aiming to reduce drowning risks for all residents. The project recognizes that PWDs may face barriers in participating fully in project activities. This study will assess current gaps, identify obstacles to participation, and provide actionable recommendations to enhance inclusivity.
Purpose of the Study
The consultant will conduct a gap analysis to:

Determine the current participation of PWDs in project activities

Identify barriers to engagement and inclusion

Recommend strategies to improve accessibility and inclusivity in LVDPP programming
Qualifications & Experience
EMEDO seeks a consultant with the following background and expertise:

Proven expertise in disability inclusion research, especially accessibility assessments

Strong understanding of gender and disability intersectionality
-
Experience working with fishing communities or rural communities in East Africa

Fluency in Swahili and English (written and spoken)

Skilled in qualitative research methods, particularly participatory approaches

Knowledge of local disability rights frameworks in Tanzania
-
Demonstrated ability to produce high-quality, accessible research reports
-
Experience with donor-funded projects under international or local NGOs
