Role Purpose
The Head of Programs Strategy Development & Quality (HoPSQ) is a senior leadership role at Plan International Tanzania (PIT), responsible for driving:

Strategic direction of programs

Programme quality and learning

Policy influence and advocacy at national, regional, and global levels
As a member of the Country Leadership Team (CLT), the HoPSQ will lead a team of thematic advisors, MERL experts, policy and communications staff to ensure PIT delivers impactful, evidence-based, and gender-transformative programs aligned with both national priorities and Plan International’s global strategy.
The role strengthens external influence by building strong partnerships with government, donors, civil society, academia, and private sector stakeholders to advocate for children’s rights and gender equality.
Dimensions of the Role

Reports to the Country Director and sits on the Country Leadership Team (CLT).

Lead the Country Strategy Plan (CSP), policy influencing, technical support, and program effectiveness.

Oversee Monitoring, Evaluation, Research & Learning (MERL) functions.

Design sustainable and evidence-based projects aligned with CSP and Areas of Global Distinctiveness (AoGD).

Collaborate with Business Development and National Organisations (NOs) to ensure new projects meet quality and gender equality standards.

Supervise and mentor a dynamic team, tailoring staff development plans and overseeing performance assessments.

Monitor risks in program delivery and ensure accountability through robust learning and knowledge management systems.

Track key performance indicators to improve quality programming and partnership standards.
