About the Project
HelpAge Tanzania (HAT), in partnership with Jesuit Refugee Service (JRS) and funded by GFFO, has implemented a 3-year cross-border humanitarian project supporting older people and Persons with Specific Needs (PSNs). The project operates in:

Tanzania: Kigoma Region – Nduta & Nyarugusu camps, host communities in Kasulu & Kibondo

Burundi: Makamba, Kirundo, Ruyigi & Muyinga provinces
The project strengthens protection systems, ensures inclusive humanitarian services, and promotes sustainable, dignified solutions for at-risk populations.
Purpose of the Final Evaluation
HelpAge Tanzania seeks an independent consultant or firm to:

Assess the project’s performance, results, and impact

Generate evidence-based recommendations to inform future humanitarian programming

The approach will be mixed-methods and participatory, ensuring strong inclusion of older people and persons with disabilities.
Scope & Timeline

Duration: Maximum of 21 working days (August–September 2025), including preparation of the final report

Locations: Kigoma (Nduta & Nyarugusu camps, host communities in Kasulu & Kibondo) and 4 provinces in Burundi

Activities: Inception phase, field data collection, analysis, reporting, validation, and submission of a final report
Consultant Profile
-
Minimum 5 years’ experience in humanitarian or development programme evaluation
-
Proven expertise in social protection, inclusion, and rights-based approaches
-
Strong mixed-methods research skills
-
Experience in Tanzania, Burundi, or similar contexts
-
Ability to produce high-quality, concise reports in English (French/Kirundi is an asset)
-
Demonstrated adherence to ethical and safeguarding standards
