About the Project

HelpAge Tanzania (HAT), in partnership with Jesuit Refugee Service (JRS) and funded by GFFO, has implemented a 3-year cross-border humanitarian project supporting older people and Persons with Specific Needs (PSNs). The project operates in:

  • Tanzania: Kigoma Region – Nduta & Nyarugusu camps, host communities in Kasulu & Kibondo

  • Burundi: Makamba, Kirundo, Ruyigi & Muyinga provinces

The project strengthens protection systems, ensures inclusive humanitarian services, and promotes sustainable, dignified solutions for at-risk populations.

Purpose of the Final Evaluation

HelpAge Tanzania seeks an independent consultant or firm to:

  • Assess the project’s performance, results, and impact

  • Generate evidence-based recommendations to inform future humanitarian programming

The evaluation will focus on:

  • Relevance

  • Effectiveness

  • Efficiency

  • Impact

  • Sustainability

  • Learning

The approach will be mixed-methods and participatory, ensuring strong inclusion of older people and persons with disabilities.

Scope & Timeline

  • Duration: Maximum of 21 working days (August–September 2025), including preparation of the final report

  • Locations: Kigoma (Nduta & Nyarugusu camps, host communities in Kasulu & Kibondo) and 4 provinces in Burundi

  • Activities: Inception phase, field data collection, analysis, reporting, validation, and submission of a final report

Consultant Profile

  • Minimum 5 years’ experience in humanitarian or development programme evaluation

  • Proven expertise in social protection, inclusion, and rights-based approaches

  • Strong mixed-methods research skills

  • Experience in Tanzania, Burundi, or similar contexts

  • Ability to produce high-quality, concise reports in English (French/Kirundi is an asset)

  • Demonstrated adherence to ethical and safeguarding standards
