STANDARD INVITATION TO CONSULTANTS

BID NOTICE UNDER OPEN INTERNATIONAL BIDDING

REF: MEMD/CONS/2024-2025/00056/NED

1. The Ministry of Energy and Mineral Development (MEMO) has received funds from the Government of Uganda to be used for Consultancy Services for the establishment of a National Nuclear Fuel Resources Database for Uganda.
2. The Entry Invites added proposals for Consultancy Services for the establishment of a National Nuclear Fuel Resource Database for Uganda.
3. Bidding will be conducted in accordance with the Open International Bidding (OIB) limited contained in Public Procurement and Disposal of Public Assets Act, Cap 205 & Public Procurement and Disposal of Public Assets Act and Regulation 2023.
4. Interested eligible Consultants may obtain further information and inspect the bidding documents at the address given below from 05:00am – 4:30pm local time (on working days except public holidays).
5. The Bidding Documents which have been prepared in English may be purchased by Interested Consultants on submission of a written application on the application letter head to Ministry of Energy and Mineral Development, Plot 29/33 Amber House, Kampala Road and upon payment or other related services fee of 1XXX 280,000 (Uganda Shillings): two hundred thousand only!

The mode of payment shall be as follows:

a) The above payment shall be made to Uganda Revenue Authority (URA)

b) Consulting shall return a portion of the payment with, together with, the Procurement and Disposal Unit, Plot 29/33, Kampala Road, Amber House Floor/Room number First Floor, Room C109 PO Box 7270, Kampala

c) On presentation of a receipt to the address mentioned above the consultant will be issued a proposal’s document.

6. Proposal must be delivered to Ministry of Energy and Mineral Development, Procurement and Disposal Unit Plot 29/33, Kampala Road, Amber House Floor/Room number First Floor, Room C109, PO Box 7270, Kampala

Roche 11:00 am Local time on data 31/07/2025. The Proposal will be closed in the presence of the Consultant Representative who choose to attend the address given above unless 31/07/2025 at 11:30am Local time in 7. These shall be a pre – Proposal meeting at the Ministry of Energy and Mineral Development, Procurement and Disposal Unit Plot 29/33, Kampala Road, Amber House Floor/Room number Third Floor, Room B312, PO Box 7270, Kampala on 17/07/2025 at 11:30am.
