TEN/MET is a national education CSO coalition with over 245 members, including community-based organizations, NGOs, and local networks. The organization promotes equal access to education in Tanzania and works to strengthen the capacity of its member organizations and secretariat.
Role Overview
The Finance and Grants Manager provides strategic leadership for TEN/MET’s financial operations and grant portfolio. This role ensures that project funds are managed with integrity, budgets are executed efficiently, and grants are implemented in compliance with donor regulations, organizational policies, and Tanzanian laws.
Key Responsibilities
Strategic Leadership & Oversight

Lead the development of high-quality proposals and comprehensive budgets.

Ensure full compliance with donor regulations, internal policies, and national laws.

Strengthen internal grant management systems, tracking deliverables and contractual obligations.

Build the capacity of internal teams in grants compliance, budgeting, and reporting through mentoring and training.
Grants Management

Ensure activities and expenditures align with approved work plans, budgets, and donor agreements.

Prepare, monitor, and manage organizational and donor budgets.

Generate timely and accurate financial and narrative reports.

Facilitate internal grant review meetings to monitor progress.
Compliance, Subgrants & Internal Controls

Review subgrantee applications, budgets, and proposals for accuracy and compliance.

Draft and finalize agreements, MoUs, and contracts with subgrantees and partners.

Maintain robust internal controls and conduct regular compliance checks on financial transactions.

Ensure financial records are accurate, audit-ready, and systematically filed.
Finance Responsibilities

Prepare, monitor, and manage organizational and donor budgets.

Generate monthly, quarterly, and annual financial reports.

Ensure preparation of financial statements in compliance with IPSAS and national accounting standards.

Develop financial tools and train staff to strengthen budgeting and expenditure tracking.
Qualifications & Experience
Education
-
Bachelor’s degree in Finance, Accounting, or a related field (required).

Master’s degree and professional certifications (CPA (T), ACPA, or equivalent) are highly desirable.
Experience
-
Minimum seven years in senior financial or grants management roles, preferably in non-profit or international development organizations.
Technical Expertise & Knowledge

Proficiency in budget development, financial reporting, and donor compliance frameworks.

Strong understanding of international financial reporting standards (IPSAS, GAAP).

Proficiency in financial and grant management systems (e.g., Odoo ERP, QuickBooks) and advanced Excel skills.

Advanced analytical and problem-solving abilities to interpret and manage complex financial data.
