  • Zanzibar digital Afya Supportive Supervision platform

Position Summary

The consultant will design, develop, and implement the Care Connect system, a Peer-to-Peer collaborative platform connecting healthcare professionals across Zanzibar to improve communication, collaboration, and knowledge-sharing.

The consultancy requires expertise in programming and system development tailored to digital health initiatives. The consultant will lead the project from requirements gathering to system deployment, training, and maintenance.

Key Objectives

  • Assess needs and define technical requirements for the system.

  • Develop a secure, interoperable, and user-friendly digital platform.

  • Ensure integration with existing digital health platforms (DHIS2, Zan EMR, mHealth solutions).

  • Build capacity of healthcare professionals and administrators to use the system effectively.

  • Provide 3 months of post-deployment support and handover to the Revolutionary Government of Zanzibar.

Scope of Work

Requirements Gathering & System Specification:

  • Conduct needs assessment and stakeholder consultations.

  • Map health system workflows and develop a detailed System Requirement Specification (SRS).

  • Present SRS for approval by UNICEF and MoH Zanzibar.

System Design & Development:

  • Design and develop platform features: real-time messaging, file sharing, peer consultation tools, and integration with existing systems.

  • Ensure data security and regulatory compliance.

  • Develop system architecture, prototypes, coding, and testing.

Deployment, Testing & Training:

  • Conduct User Acceptance Testing (UAT) and pilot the platform in selected facilities.

  • Develop training materials and conduct capacity-building sessions.

  • Deploy the platform across targeted facilities and provide maintenance support for 3 months.

Documentation & Handover:

  • Prepare technical documentation covering system design, administration, and maintenance.

  • Ensure smooth handover to MoH Zanzibar.

Qualifications & Experience

  • Advanced degree in Information Systems, Computer Engineering, Computer Science, Health Systems, or IT.

  • Minimum 8 years’ experience in digital systems, software development, and digital health initiatives.

  • Expertise in PostgreSQL, Java, Python, Angular, Linux, networking, software design, and mobile app development.

  • Experience integrating with MNOs and SMS gateways.

  • Familiarity with open-source solutions, DHIS2, RapidPro, and digital health workflows.

  • Experience in capacity building and stakeholder engagement.

  • Fluency in English (written and spoken); Swahili proficiency is an advantage.
