Tanzania Agricultural Development Bank (TADB) is seeking a highly experienced Principal Procurement Officer II to lead and manage the Bank’s procurement and supplies function. This role ensures transparency, value for money, and compliance with the Public Procurement Act, PSPTB standards, and internal policies.

Job Purpose

The Principal Procurement Officer II will oversee the Bank’s procurement operations, develop procurement guidelines, identify cost-effective suppliers, negotiate contracts, and supervise the entire procurement cycle to support TADB’s strategic objectives.

Key Duties & Responsibilities

Prepare procurement guidelines for goods and services within the Bank.
Identify economical sources of supply and participate in contract negotiations.
Review bid packages and conduct pre-bid conferences to ensure compliance.
Supervise adherence to operating systems, circulars, and procedures for purchases, stores, clearing, and forwarding.
Manage procurement of goods and provision of services.
Conduct quotation analysis and evaluation.
Perform any other duties as assigned by the Supervisor.

Candidate Profile

Educational Qualifications:

Master’s Degree in Procurement and Supplies Management, Material Management, Commerce, Business Administration (with Procurement & Logistics focus), Logistics Management, or equivalent from a recognized institution.

Experience & Skills:

Minimum of 13 years of relevant experience in procurement and supply management.
Certified Procurement and Supplies Professional (CPSP) or equivalent.
Registered with PSPTB as an Authorized Supplies Professional.
