The Air Force Civilian Service (AFCS) is looking for an Attorney Advisor (GS-0905-14) to join the team at Headquarters Air Force Personnel Center, Joint Base San Antonio-Randolph, TX. The primary purpose of this position is to advise on civilian personnel policy matters. The incumbent will both advise multiple directorates within the Personnel Center on the legally viable options to execute the Department of the Air Force civilian human capital policies and advise legal offices across the globe on civilian personnel processes. This position also serves as the deputy of the legal office, assisting the staff judge advocate in day-to-day operations of the office, advising senior Air Force Personnel Center leadership, and supervising the office superintendent.

GS-14 salary with locality included (for the Joint Base San Antonio – Randolph area) $123,945 – $161,131

REQUIREMENTS FOR THIS POSITION
• U.S. Citizenship
• You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
• In addition, at the time of application, you must provide proof, dated within four months of application of “active” status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in “active” status.
• Employee must be able to obtain and maintain a Secret security clearance.
• Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
• This position is designated by the Air Force as a Test Designated Position {TDP) under the Air Force Civilian Drug Testing Program.
• Employee may be required to work overtime, callback, and shift work for unusual tours of duty on short notice to include nights, holidays, and weekends.

DUTIES AND RESPONSIBILITES
• Serves as the senior legal advisor to the Staff Judge Advocate, AFPC for all matters relating to civilian personnel programs and labor management relations.
• Acts as principal attorney in charge of preparing and presenting cases before administrative tribunals. Oversees and directs the work of other attorneys involved in litigation filed against the Air Force by AFPC civilian employees, job applicants, or arising out of AFPC civilian personnel operations or the implementation of AF civilian personnel policies.
• Represents the Air Force before the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Federal Impasses Panel, and the Federal Labor Relations Authority (FLRA).
• Serves as the principal legal advisor to the Commander, AFPC, and the commander’s staff and all AFPC directorates, as well as judge advocates worldwide, on all legal matters relating to civilian personnel programs and implementation of civilian personnel policy.
• Provides legal advice and assistance to the AFPC Commander, Executive Director, and Directorates of Program Management and Assignments on all civilian personnel matters and, when requested, to the Major Air Commands, Component Commands, Air Staff and the Office of the Secretary of the Air Force.
• Provides or supervises the provision of judicial litigation support to HQ USAF Labor Law Field Support Center (LLFSC), Department of Justice and local US Attorney offices in defense of multi-million dollar lawsuits (including class action suits) that are often complex and which present potentially precedent setting labor relations issues.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA’s)
• Extensive knowledge of federal employment law, labor law, constitutional law, judicial practices and procedures, and the personnel policies and practices of the Air Force, the DOD, and the Federal Government.
• Ability to analyze complex and frequently novel labor law issues and apply an extensive knowledge of civilian employment and labor law to facilitate the result that best serves the interests of the Air Force.
• Substantial litigation experience and skill as agency counsel in federal courts and before administrative bodies and in arbitration. Litigation experience before the Equal Employment Opportunity Commission, the Federal Labor Relations Authority, and the Merit Systems Protection Board is highly desirable.
• Knowledge of modern legal practices and research resources, including cyberFEDS and Lexis.
