The National Space Intelligence Center (NSIC), a Field Operating Agency of the U.S. Space Force at Wright-Patterson Air Force Base, is seeking a dynamic Senior Financial Manager/Comptroller to serve as our financial cornerstone as we perform threat analysis of the heavily contested space domain. As our Comptroller, you’ll be the trusted financial advisor to the NSIC Commander and senior leadership, overseeing multimillion-dollar Intelligence Community and Department of Defense budgets that directly enable space intelligence operations protecting U.S. and allied interests. You’ll be the principal advisor to a small financial team dedicated to serving the entire center, providing the team with mentorship, knowledge, and training recommendations. Your days will be mission-critical and varied—guiding daily financial operations through the four major financial events (Allocation, Mid-year Review, Financial Plan development, and Fiscal Year-End Closeout), conducting comprehensive cost analyses that inform intelligence programs, and presenting financial strategies to senior leadership in a dynamic classified environment. You’ll manage complex funding streams, ensure compliance with anti-deficiency act requirements, and provide financial oversight including managers internal control programs and Government Accountability Office (GAO) audit coordination that enables intelligence professionals to discover and characterize space-based threats. You will be key to innovating new interconnected and dynamic processes with adjacent center staff missions. Ideal Candidate:
• Advanced financial and program management expertise: Progressively responsible experience in budgeting, financial controls, and resource allocation within a federal or intelligence context—such as overseeing budgets for intelligence programs or strategic initiatives.
• Strong analytical and communication skills: Demonstrated ability to create detailed written financial analyses and deliver briefings to senior leadership on intelligence-related funding, mission risks, and budget trends.
• Extensive knowledge of IC & DoD financial processes: Familiarity with Intelligence Community and Department of Defense budgeting systems/processes, DCIPS rules, and accounting standards along with experience with appropriated and multiple Fenced Intelligence Activities (FIA) funding sources and an understanding of anti-deficiency act status/reporting and funds propriety issues
• Fiscal Authority: Deeply knowledgeable and experienced with determining and if necessary gaining the appropriate fiscal authorities to execute organizational resources
• Leadership and collaboration experience: Evidence of leading or mentoring teams, collaborating with a diverse group of professionals across IC components and partner organizations, and managing evolving priorities under tight deadlines.
• Cost Analysis Expertise: Knowledge of cost analysis and accounting systems, methods, practices, procedures, regulations and processes
• Financial Oversight Programs: Knowledge of Internal Management Controls (IMCs), GAO/Air Force audit programs, and quality assurance programs for accounting activities
• Pay and Travel Systems: Knowledge of managing military and civilian pay, travel and accounting systems and capable of quickly resolving any issues that arise
• Problem-Solving and Studies: Skill in designing and conducting comprehensive studies to resolve substantive financial problems
• Innovation: Capable of participating in and driving cross-discipline transformation, digital modernization, and improvements to enhance organizational efficiencies and business practices
• Education, Training, and Certification: Knowledge of and proficiency in Department of Defense and Intelligence Community financial management personnel accreditation classes, events, processes, and certification. Bachelor’s degree in Business, Finance, Accounting, or related field preferred; professional certifications such as CPA, CMA, or CDFM (Certified Defense Financial Manager) highly desirable.
• Technical systems proficiency: Experience with DoD automated financial management systems, service level Budget Guidance and Procedures, and project management tools (Gantt charts, critical path analysis, milestone tracking).
• Policy development and process improvement: Proven track record in developing financial policies, implementing process improvements, and supporting Financial Management Boards (FMB) and senior leadership councils.
• Contracting: Knowledgeable of contracting processes and possesses the ability to work with contractual and contractor financial information
• Operational flexibility: Ability to adapt to mission-driven priorities in a dynamic classified environment.
Key Responsibilities:
1. Comprehensive knowledge of NSICs programs, goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the work of program accomplishment; extensive knowledge of intelligence Community policies, entities, missions, resources, operations, capabilities, and requirements.
2. Knowledge of customary financial and budget activities of foreign partners and other US Government agencies and a working knowledge of Air Force and other Federal agencies’ commitment and obligating documents.
3. Knowledge of how to apply budget procedures to resolve problems in balancing programs, adjust discrepancies, verify accuracy of budgetary data and adjust funding targets of accounts by element of expense within program element along with a practical knowledge of Planning, Programming, Budgeting, and Execution System.
4. Knowledge of financial resource allocation principles, policies, and methods as they relate to the organization’s planning and accomplishment of mission objectives and sources of funding pertinent to NSIC programs and organizations.
5. Extensive knowledge of management principles and processes, and analytical techniques for assessing operations and developing strategies for operational improvements and efficiencies.
6. Skill in the application of analytical methods and techniques, mathematical and statistical analysis, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding, and conduct economic and cost studies/analyses; and ability to interpret financial data and draw sound conclusions; draw logical courses of actions and offer a recommendation.
7. Ability to communicate effectively with others, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions
Requirements:
1. Must be a U.S. Citizen.
2. Employees must be able to obtain and maintain a Top-Secret / SCI security clearance.
3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.

8. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
9. This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
10. A Bachelor of Science Degree in Business or a related field is desirable.
11. The work is primarily sedentary. No special physical ability is required. Work is primarily performed in an adequately lighted, heated and ventilated office setting.
12. This position is designated Mission Essential. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
13. Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
