Overview
Jhpiego is recruiting a Technical Officer to support the Early Detection of Breast Cancer Program in Tanzania. The program will be implemented in phases across Tanga, Mwanza, Zanzibar (Phase 1) and Morogoro, Mtwara (Phase 2).
The Technical Officer will play a pivotal role in facilitating the implementation, coordination, and evaluation of breast cancer early detection and diagnostic services in 18 District Councils (9 in Morogoro and 9 in Mtwara).
He/she will be responsible for planning, monitoring, capacity building, supervision, and ensuring compliance with national and global standards in breast cancer early detection.
Key Responsibilities

Support regional planning, budgeting, and quarterly reporting of program activities.

Facilitate training, supervision, mentorship, and outreach for Clinical Breast Examination (CBE) services.

Strengthen integration of breast and cervical cancer programs within health facilities.

Collaborate with R/CHMTs to lead facility-level program implementation and achieve CBE targets.

Support micro-planning for council health planning and program budgeting.

Monitor implementation of activities, ensuring adherence to protocols and achieving targets.

Facilitate timely reporting of suspected breast cancer cases and diagnostic results (within 60 days).

Support HMIS strengthening for accurate data collection and reporting.

Promote government ownership, sustainability strategies, and advocacy for local funding of key program activities.

Document success stories and best practices for program learning.

Ensure program implementation is aligned with MOH/PORALG strategies and international standards.
Required Qualifications
-
Bachelor’s degree in Medicine (MD) or equivalent capacity demonstrated through work experience.

5–6 years’ experience in program management within NGOs, public, or private sector.

Proven experience in women’s cancer programs, service delivery, and quality improvement.

Strong capacity-building skills in coaching, mentoring, and training.

Excellent communication, interpersonal, and presentation skills.

Ability to manage multiple tasks under pressure and tight deadlines.

Computer proficiency in MS Word, Excel, PowerPoint.

Fluency in English and Kiswahili.
Preferred Qualifications
-
Experience with donor-funded programs.

Hands-on experience in early detection of breast cancer services.
