Position Summary

The Compliance Officer ensures that CHZ operations adhere to organizational, donor, and legal requirements. This role focuses on risk identification, internal control strengthening, policy enforcement, and promoting a culture of compliance across the organization. The officer will work closely with staff at all levels to ensure proper implementation of policies, procedures, and donor regulations.

Key Responsibilities

  • Monitor CHZ operations to ensure compliance with organizational policies, donor rules, and legal requirements.

  • Conduct compliance reviews, due diligence assessments, and support audit preparation.

  • Provide technical guidance, training, and capacity building to staff and stakeholders.

  • Develop and implement annual compliance work plans based on project portfolios.

  • Conduct on-site visits to provincial and district offices to ensure consistent application of policies.

  • Build and maintain risk registers, recommending measures to mitigate risks.

  • Oversee compliance in procurement, inventory management, financial management, and sub-recipient monitoring.

  • Monitor payroll schedules and stipend payments to minimize fraud.

  • Identify process bottlenecks and recommend improvements.

Key Competencies

  • Strong understanding of donor regulations, financial management, and internal controls.

  • Ability to identify, analyze, and mitigate operational and financial risks.

  • Skilled in designing and delivering compliance training and guidance.

  • Excellent analytical, organizational, and problem-solving skills.

  • Strong interpersonal and communication skills to collaborate across all levels of the organization.

Qualifications & Experience

  • Bachelor’s degree in Management, Finance, Accounting, or a related field (preferred).

  • Minimum 7 years’ experience in financial management and/or operations.

  • Minimum 5 years’ experience working on donor-funded projects.

  • Experience with audit firms is an advantage.

  • Proficiency in MS Office (Excel, Word) and familiarity with financial systems.

  • Demonstrated ability to work independently, prioritize tasks, and meet deadlines with attention to detail.
