About the Role
SeaOwl is seeking a Deputy Operations Safety Lead to support field operations by ensuring high standards of Health, Safety, Security, Social & Environmental (H3SE) management across projects. This role involves supporting the Field Operations OSL, coordinating H3SE activities, and promoting a strong safety culture throughout the organization.
Key Responsibilities
Operations Safety & Coordination

Assist the Field Operations OSL in all matters related to safety, health, and environmental protection.

Ensure continuity of operations safety activities and support other entities during OSL absence.

Coordinate site H3SE supervisors across Tanzanian operations.

Support contract preparation, management, and contractor oversight.
-
Implement H3SE management systems and monitor compliance across all sites.

Provide guidance on Work Permits, safety training, and KPIs for reporting and improvement.
Site Support & Risk Management

Assist in planning and developing site-level programs, audit plans, and drills.

Monitor site activities, identify risks, and implement mitigative actions.

Support accident and incident investigations to determine root causes and recommendations.

Prepare H3SE reports (weekly, monthly, annual) for management review.

Foster a culture of safety through training, recognition, and open communication.
Construction & Commissioning Phase Support

Contribute to drafting operational procedures and EACOP H3SE documentation.

Facilitate training and site familiarization with safety equipment.

Support drafting waste management contracts and H3SE guidelines.

Assist in implementing ENABLON E-Permit electronic work control.
Health, Safety & Environmental Responsibilities

Comply fully with Company H3SE policies and Life Saving Rules.

Promote H3SE awareness and culture among co-workers.

Participate in environmental audits, industrial hygiene assessments, and chemical/food safety management.

Support initiatives to reduce health risks and improve personnel well-being.
Qualifications & Experience
Academic Qualifications:
-
Degree in Engineering, Geological Sciences, Occupational Health, or equivalent.

HSE certifications (NEBOSH, OSHA, IOSH, or equivalent).
Experience Required:
-
Minimum 12 years in operational HSE roles, preferably in oil & gas or industrial construction.

Strong knowledge of HSE management systems, risk assessment, and ISO standards (ISO 45001, ISO 14001).

Experience in industrial hygiene, environmental protocols, and safety audits.

Excellent communication, coordination, and pedagogic skills.

Proficiency with Microsoft Office and safety management software.
