Job Description

E.C.O. T.E.R.R.A. project: Empowerment of Communities and Organizations. Transforming Economies toward
Restoration of Rural Areas.

Project background
COSV is a consortium partner in the E.C.O.T.E.R.R.A. project led by CESVI in Chiredzi and Bikita districts of Masvingo province. The project aims to enhance the economic resilience and well-being of vulnerable rural communities in Zimbabwe. In the assisted areas, the E.C.O. T.E.R.R.A. project’s medium-term goal is to promote sustainable economic growth of agro-sylvo-pastoralist supply chains of communities in Chiredzi
and Bikita, by acting on three integrated components: – Promoting the adoption of climate smart production practices, sustainably integrating solarized irrigation, goat farming and agroforestry. In this way, E.C.O.
T.E.R.R.A. intends to contribute in the long term to progressively improve the quality of degraded land and soils in the semi-arid community areas of Zimbabwe.

POSITION SUMMARY
The incumbent will report directly to the Livestock Project Manager of the goat value chain under COSV and will work in collaboration with consortium partners and relevant government departments. The project officer(s) will be based in each of the project districts (Bikita and Chiredzi) to support the E.C.O.T.E.R.R.A. project activity implementation. S/he will liaise with project stakeholders including NGOs, local government, relevant government departments at ward, district and provincial level and provide technical guidance and
capacity development support as required.

Key Responsibilities
The project officer will be responsible for implementing climate adaptation actions which are
environmentally and economically sustainable. such as agriculture/natural resource-based value chains, natural resources/biodiversity conservation (including afforestation, reforestation and regeneration (ARR), nature-based solutions, improving food security and incomes from cropping and livestock systems and inclusive market systems development.

The project officer(s) working together with other consortium partners will take a leading role in the planning, implementation and reporting on participatory development and implementation of Community
Based Climate adaptation actions. Key actions will include development of small-scale non-timber forest nproducts (NTFP) enterprises, climate smart agriculture and regenerative systems, human wildlife conflicts, nature-based solutions, and strengthening agriculture production systems for community resilience. S/he will ensure that the project is gender responsive, and socially inclusive.

The main tasks and responsibilities will include:

∙Undertake work preparation and work plans being guided by the project’s outcomes and ensuring
that all targets and deliverables are met.
∙Facilitate the implementation of the Goat Value Chain Activities.
∙Actively participate in the mobilisation and capacity building of farmers under the goat value chain
∙Advise and assist other Goat Value Chain players on the development of AICS project aspects
including planning, budgeting and input to financial management of the program.
∙Prepare and participate in weekly, monthly work planning and progress reporting meetings with the project team.
∙Timely submission of work plans, technical reports, outputs and other deliverables to the Project Manager.
∙Foster the active participation of women and youth in all project activities.
∙Provide advice to program leadership on knowledge gaps, MEL findings, and learning priorities in line with the Goat Value Chain
∙Conduct regular monitoring and technical support visits to the project area to ensure maximum impact of the interventions.
∙Participate in the establishment of mechanisms to collect appropriate information of the monitoring and evaluation system of activities of the project.
∙Provide technical advice to project participants and have proven ability to train others.
∙Develop case studies and other knowledge products (in conjunction with the project’s communication team) of good practice and impact stories.
∙Perform any other tasks assigned by the Project Manager

Qualifications and Experience

Knowledge and Experience
Academic qualification in development management, University degree or Diploma in Agriculture,
Economics, business resilience and or related fields.
Experience:
∙A minimum 3 years of work experience in project implementation and support, including
coordination, capacity building and institutional support
∙Demonstrated experience of supporting implementation of projects in the development sector, including supporting community-based enterprises and nature-based solutions.
∙Experience of addressing issues concerning gender, persons with disabilities and other marginalised groups and development of communications materials in a gender sensitive and inclusive way
∙Experience in resilience programming and environmental safeguards and understanding of cultural and socio-economic context and development challenges
∙Experience in the usage of computers and office software packages relevant for development of communications products (MS Office incl. Word, PowerPoint, relevant design software) as well as experience in handling of web-based management systems

Language Requirements:
∙Fluency in English (written and oral) is required
∙Knowledge of local languages and culture would be an asset
