Location: Dar es Salaam
Reports to: National Coordinator
Contract Duration: One Year (renewable based on performance and funding)
TEN/MET is seeking a results-driven Monitoring, Evaluation, and Learning (MEL) Specialist to lead the design and implementation of MEL systems that drive evidence-based decision-making, learning, and accountability across the network’s programs and advocacy efforts.
The MEL Specialist will ensure high-quality data collection, analysis, and reporting to inform strategic planning, support program adaptation, and strengthen organizational impact. This role is ideal for a strategic thinker with deep experience in MEL within the education or development sector.
Key Responsibilities:
MEL System Development

Design and operationalize MEL systems, tools, and indicator frameworks.

Align MEL strategies with national policies, donor requirements, and TEN/MET objectives.

Support sub-grantees to meet MEL standards and donor expectations.

Train TEN/MET staff and partners on MEL approaches.
Monitoring, Data Analysis, and Reporting

Track performance indicators and evaluate progress toward outcomes.

Generate insights from both quantitative and qualitative data.

Lead the preparation of MEL reports for internal and external use.

Produce dashboards, policy briefs, and evaluation summaries.
Learning and Knowledge Management

Facilitate reflection and learning sessions with internal teams and member organizations.

Promote cross-program knowledge sharing and documentation of best practices.

Integrate MEL findings into strategy, program design, and advocacy.
Accountability and Inclusion

Support implementation of accountability and community feedback mechanisms.

Ensure MEL practices are gender-responsive, inclusive, and aligned with safeguarding principles.
Qualifications & Experience:

Master’s degree in M&E, Statistics, Economics, Project Management, or related field.

Minimum 8 years of experience in MEL roles, ideally within education or development.

Expertise in RBM, Theory of Change, evaluation design, and adaptive management.

Proficiency in MEL software/tools: SPSS, Stata, Power BI, DHIS2, Kobo Toolbox, etc.

Strong communication (English & Kiswahili), facilitation, and analytical skills.
