Terms of Reference (TOR) for the Development of the PHIT Strategic Plan 2026–2030

Background

Prime Health Initiative Tanzania (PHIT) is a local non-governmental organization dedicated to improving community health outcomes through innovative, sustainable, and locally led health interventions. PHIT operates in Tanzania with a focus on strengthening health systems, promoting disease prevention, and enhancing access to quality health services.

With recent shifts in donor funding priorities, Tanzania’s health sector is moving toward self-reliance, cost-effectiveness, health system integration, and locally driven solutions. This evolving funding environment requires PHIT to realign its priorities, diversify funding sources, and strengthen partnerships with government, the private sector, and community stakeholders.

To respond effectively, PHIT intends to develop a Five-Year Strategic Plan (2026–2030) that will define its strategic direction, reinforce its operational framework, and guide programmatic, partnership, and funding strategies.

Purpose of the Consultancy

PHIT seeks to engage an experienced consultant (individual or firm) to lead a participatory strategic planning process that will:

  • Assess PHIT’s current position, strengths, and challenges in light of evolving donor and policy environments.

  • Reaffirm PHIT’s vision, mission, and core values.

  • Identify strategic priorities and pathways to financial sustainability.

  • Develop a Monitoring, Evaluation, and Learning (MEL) framework.

  • Position PHIT to engage stakeholders effectively and leverage emerging opportunities.

Final Deliverable: A costed and actionable Five-Year Strategic Plan (2026–2030) with a phased implementation roadmap.

Scope of Work

The consultant will:

  1. Develop a participatory methodology for the process.

  2. Conduct a situational and needs assessment, including:

    • External environment scan (PESTLE).

    • Donor funding landscape analysis (local, regional, global).

    • Internal organizational review (programs, governance, operations, HR, financial health).

  3. Guide stakeholder mapping and facilitate consultations with staff, Board, donors, government, partners, and beneficiaries.

  4. Review PHIT’s current Theory of Change and support revision or development of a new one.

  5. Develop strategic goals, objectives, and key result areas with measurable indicators.

  6. Propose diversified and sustainable resource mobilization strategies.

  7. Draft the MEL framework aligned with strategic objectives.

  8. Present a Draft Strategic Plan for validation in a stakeholder workshop.

  9. Incorporate feedback and finalize the Strategic Plan, including:

    • Log frame and KPIs.

    • Phased implementation roadmap.

    • Communication and advocacy strategy.

Deliverables

  • Inception Report (work plan & methodology).

  • Situational Analysis Report.

  • Stakeholder Consultation Summary.

  • Draft Strategic Plan for validation.

  • Presentation of Draft Plan to Board & Leadership.

  • Final, costed Strategic Plan (2026–2030) with MEL framework & roadmap.

  • Handover Note with process summary, recommendations, and next steps.

Quality Assurance

The consultant must ensure:

  • Evidence-based, realistic recommendations.

  • Inclusive participation of stakeholders.

  • Timely delivery and responsiveness to feedback.

  • High-quality editing and professional presentation.

Methodology

Approaches will include:

  • Desk reviews of organizational and policy documents.

  • Key informant interviews & focus group discussions.

  • SWOT and PESTLE analyses.

  • Participatory workshops.

  • Data triangulation for accuracy and credibility.

Reporting: The consultant will report to the Chief Executive Officer (CEO).

Qualifications and Experience

The ideal consultant/firm will have:

  • Proven experience in NGO/Public Health strategic planning (Tanzania/East Africa preferred).

  • Strong analytical, facilitation, and report-writing skills.

  • Knowledge of donor funding trends and resource mobilization.

  • Familiarity with Tanzania’s health sector and NGO environment.

  • Ability to lead stakeholder-driven processes and deliver practical, high-quality strategies.

  • Commitment to deliver within timelines.

Duration: Up to 2 months
Payment Terms:

  • Inception Report – 20%

  • Draft Plan – 40%

  • Final Strategic Plan – 40%

Evaluation Criteria:

  • Consultancy proposal & methodology — 40%

  • Relevant experience — 30%

  • Quality of sample deliverables — 30%
